What Should You Prepare Before Comparing Technical Offers?
Start with a common reference package: the latest request for quotation (RFQ), equipment datasheet, relevant drawings and a list of required deliverables. Record the document numbers and revisions in your comparison sheet.
Divide requirements into three groups:
- Mandatory: necessary for the equipment to work safely and meet the project’s requirements.
- Preferred: useful improvements that can be evaluated after mandatory requirements are satisfied.
- Optional: separately priced additions that should not be confused with the base offer.
Ask each supplier to identify its offered model and respond to the requirements line by line. A statement such as “as requested” should refer to a specific document revision, not an undefined email discussion.
If a supplier proposes a different design, keep its compliant base offer and alternative proposal separate. An alternative can be valuable, but it needs its own technical review.

Are All Suppliers Quoting the Same Supply Scope?
Define where the supplier’s package starts and ends. A quotation for a complete operating unit is not the same as a quotation for the main machine alone.
Check whether the offer includes:
- Main equipment, base frame and mounting hardware
- Motors, gearboxes, couplings and required guards
- Control panel, sensors, instruments and field wiring
- Connection pieces, fittings and interconnecting pipework
- Initial consumables, lubricants and specified spare parts
- Software licenses or configuration work, where relevant
- Export packing and protection for storage and transport
Use drawings or an itemized scope list to identify connection boundaries. For example, a packaged unit might include internal wiring but exclude the cable between the unit and the buyer’s power supply.
Illustrative example, not an ESG customer case: two conveyor quotations may describe similar machines, but one includes a geared motor and local controls while the other assumes the buyer supplies them. First obtain the missing scope and its price; do not treat the two headline totals as equivalent.
For every boundary item, record who supplies it, who installs it and who checks that the connection works.
Is Performance Stated on the Same Operating Basis?
Performance figures are only useful when their conditions are clear. Ask what the quoted value means, how it will be demonstrated and whether the supplier commits to it for your application.
Different equipment requires different checks:
- Processing machinery: capacity under the specified feed material, product size, moisture or other relevant conditions, together with required output quality.
- Motors and gearboxes: required speed, torque, duty, starting conditions, mounting arrangement and compatibility with the driven equipment.
- Pumps: flow and head at the specified operating point, with the actual liquid and operating conditions identified.
- Valves: the intended service, pressure and temperature conditions, connection details, actuation and any required leakage acceptance criteria.
Do not compare a maximum catalog value in one offer with a guaranteed normal operating value in another. Ask suppliers to distinguish nominal ratings, limits, expected results and contractual guarantees.
For energy use, request an estimate at the expected operating duty and a stated measurement boundary. Motor nameplate power alone is not a measurement of the complete machine’s electricity consumption. When conditions vary, define the relevant operating range with the responsible engineer. Do not assume that meeting one operating point proves suitability throughout the range.
Are Materials and Key Components Clearly Identified?
Descriptions such as “stainless steel construction” or “high-quality motor” leave important questions unanswered.
Ask for the material grade and its location in the equipment. Product-contact parts, pressure-containing parts, shafts, housings and external covers may use different materials. Specify the parts that matter for your application instead of assuming one material description covers the entire machine.
For critical purchased components, compare:
- Manufacturer and exact model or part number
- Relevant rating and configuration
- Applicable datasheet revision
- Availability of replacements and consumables
- Any proposed substitution and its effect on the equipment
“Equivalent brand” is a proposal, not evidence of equivalence. Ask the supplier to identify the substitute and explain whether it changes performance, dimensions, controls, maintenance or delivery. Have the relevant technical owner approve the change.
Keep evidence proportional to the risk. A material certificate, component datasheet or dimensional drawing may support a particular requirement; none of them alone verifies every aspect of the complete machine.
Will the Equipment Fit the Buyer’s Site and Existing Systems?
A technically capable machine can still create installation problems if its interfaces are unclear.
Compare the layout and installation drawings against the buyer’s site information. Check footprint, access for maintenance, connection locations, mounting details and any stated foundation loads. Confirm utilities such as electrical supply, compressed air, cooling water or drainage where required.
For controlled equipment, clarify the included control functions, communication interfaces, operating language and connections to other machines. Identify who is responsible for integration and for verifying the combined system.
Safety requirements also need project-specific review. ISO 12100 addresses machinery risk assessment and risk reduction; it is not a universal checklist that determines every equipment-specific requirement. Ask the responsible engineer or qualified specialist to identify the applicable requirements for the equipment, intended use and destination.
Record missing site information as an open item. Ask the supplier to state any assumptions and what might change when the information is confirmed.
What Technical Deviations and Assumptions Need Clarification?
Create a dedicated deviation list instead of burying exceptions inside notes on the quotation.
For each issue, record:
- The RFQ requirement and its reference.
- What the supplier actually offers.
- The supporting document or explanation.
- The possible effect on operation, integration, testing or maintenance.
- The supplier’s correction or alternative, including any price and lead-time change.
- The responsible reviewer and the final written decision.
Use clear statuses: confirmed compliant, deviation, not confirmed, or not applicable. Keep these meanings separate. Missing information is not proof of failure, but it is not confirmation of compliance either.
For example, “motor brand to be confirmed” remains open even if the salesperson says the motor will be suitable. Close it with an identified component or an agreed selection and approval process.
Do not allow a low price or a high overall score to conceal an unresolved mandatory requirement.
Are Testing, Acceptance Criteria and Documents Included?
“Tested before shipment” is not a complete test scope. Ask what is tested, against which criteria, under what conditions and what evidence the buyer receives.
Depending on the equipment, the review may include dimensional checks, functional testing, performance testing, material verification or inspection of specified components. Select the tests relevant to the project rather than copying the same list into every order.
If factory acceptance testing (FAT) is required, agree on the procedure, test conditions, acceptance limits, witness arrangements and reporting. Identify limitations of the factory setup. A no-load demonstration, for example, should not be treated as proof of production capacity under the buyer’s actual process conditions.
Also clarify what must be checked after installation. Factory testing does not automatically verify the equipment’s integration with the buyer’s utilities or production line.
Match documents to a delivery milestone:
- Before manufacture or configuration: agreed datasheets, layout drawings and any required approval documents.
- Before testing: the agreed test procedure and acceptance criteria.
- Before shipment: specified inspection records, test reports and packing information.
- At handover: final drawings, operating and maintenance instructions, and agreed spare-parts information.
For each required item, confirm the format, language, revision, delivery date and whether its cost is included. Not every document applies to every product.
Who Handles Installation, Commissioning and Training?
Separate equipment supply from on-site services. A statement such as “installation support included” may mean remote guidance rather than a technician attending the buyer’s site.
Ask whether the offer covers physical installation, supervision, startup checks, commissioning or operator training. Identify the expected service duration, readiness conditions and any separately charged travel or accommodation.
Clarify buyer responsibilities too: utilities, lifting arrangements, site access, materials for trials and available operators, as relevant. Record which party provides each item and when it must be ready.
Illustrative example: two packaging-machine offers may contain similar hardware, but one includes trials with the buyer’s packaging material while the other covers only a factory demonstration. They do not yet provide the same acceptance basis.
Technical comparison should reveal this difference before the order is placed, not during startup.

Use the following as a working template, not a completed supplier evaluation. Replace “Open” with the actual offered value and a document reference. Add a separate clarification log for detailed questions, owners and deadlines.

A short requirement code can keep the table readable. Put detailed values in the referenced datasheet or clarification log, and make sure the references are accessible to everyone reviewing the offers.
What Should Happen Before You Compare Final Prices?
Ask shortlisted suppliers to issue revised quotations that incorporate the agreed technical clarifications. Check that the datasheet, scope list, component schedule, deviation list and quotation describe the same configuration.
Classify each offer as technically acceptable, pending clarification, or unacceptable against a stated mandatory requirement. The appropriate technical reviewer should make that decision; the procurement team should not guess unresolved engineering details.
Then compare commercial terms on a common basis. Add confirmed costs for missing required scope and keep optional upgrades separate. Do not invent a financial allowance for an unresolved technical problem just to produce a complete total.
The final decision record should explain what is being purchased, which alternatives were accepted, what remains conditional and who approved the technical scope.
Frequently Asked Questions
Can this method be used for equipment other than pumps?
Yes. The comparison structure applies across industrial equipment, but the technical requirements must change with the product. A gearbox, valve and production machine do not share one universal performance or testing checklist.
Can two different brands be technically equivalent?
Possibly. Compare the actual configuration, performance, interfaces, evidence and maintenance requirements. Matching brand reputation or a broad product description is not enough to confirm equivalence.
What if the buyer does not have a complete specification?
Start with the intended task, required output, site conditions and existing interfaces. Ask suppliers to state their assumptions and identify missing information. Obtain engineering input for critical requirements before approving the equipment. An early budget quotation should not be treated as a fully confirmed technical offer.
Should the most detailed quotation always win?
