Adjust it to the equipment, intended use, destination and contract. Engineering and regulatory decisions need the appropriate technical or compliance reviewer.

A final transport document may not exist before the transport event it records. Likewise, a test report for a new machine cannot be completed before that machine is tested. Set deadlines that match the work.

Which Documents Should You Request During Supplier Evaluation and RFQ?

Request enough information to establish who is offering the equipment, what is included and what remains uncertain. At the request for quotation (RFQ) stage, some documents will be preliminary rather than approved for manufacture.

Confirm the seller and manufacturer

Compare the legal entity on the quotation with the supplier information provided. If the seller is a trading company, ask who manufactures the equipment and who issues the relevant technical documents. A trading arrangement is not automatically a problem; an unexplained relationship is an item to resolve.

Registration information supports an identity check. It does not establish that the company owns a factory or can manufacture the proposed machine.

Request a model-specific technical package

Ask for the proposed datasheet, scope list, relevant drawings and written assumptions. A product brochure can introduce a range, but it may not describe the configuration being quoted.

Distinguish samples from order records

A redacted sample test report can show the supplier’s reporting format. Label it as a sample. It does not verify the equipment in your future order.

If the supplier says a document is unavailable, ask whether it is not applicable, excluded from the price, confidential, or scheduled for a later stage. Those answers lead to different decisions.

What Documentation Should Be Agreed Before Placing the Order?

Agree on the document list, delivery milestones, language, format and cost before committing to the purchase. Otherwise, a required report or drawing may become a late variation rather than an included deliverable.

Create a supplier document register

A supplier document register is a tracking list connecting each required file to the equipment, deadline and reviewer. For a simple purchase, a short spreadsheet is enough.

For each document, record:

  • Document title and number, with the equipment tag or model.
  • Required language and file format.
  • Submission milestone and supplier contact.
  • Responsible buyer-side reviewer.
  • Revision, review status and outstanding comments.

Use statuses such as not due, awaiting submission, received—not reviewed, revise and resubmit, accepted for the stated purpose, and not applicable—with reason. Receipt alone is not approval.

For each open comment, add a response deadline and the evidence needed to close it. This turns “please send the documents” into a request the supplier can act on.

Define review responsibilities and revisions

Procurement can track missing files and inconsistent references. Assign performance and interface reviews to the responsible engineer. Assign inspection records and regulatory questions to reviewers qualified for those tasks.

Specify what an approval permits. Acceptance of a layout for installation planning is not blanket approval of every safety or performance claim. Keep superseded files separate from current files and record approved changes.

Agree on testing before requesting results

Where factory acceptance testing (FAT) is part of the purchase, define the procedure before the test. State the setup, operating conditions, acceptance limits, witness arrangements and records required.

A statement such as “tested before shipment” leaves the buyer unable to tell whether the test covers the agreed requirement. Identify which checks cannot be completed until installation and how those checks will be handled.

Which Records Should Be Reviewed Before Shipment?

Review the records required for the agreed shipment milestone against the actual equipment and latest approved documents. Check unresolved findings rather than treating a folder of PDFs as automatic acceptance.

Check order-specific reports

Look for the purchase-order reference and the tested equipment’s identity, using a serial number, equipment tag or another traceable identifier as appropriate. Compare the report with the approved procedure and equipment configuration.

For specified tests, check:

  • Test date, procedure revision and responsible parties.
  • Test conditions, results and agreed acceptance limits.
  • Relevant measuring-equipment identification and calibration evidence where required.
  • Failed checks, corrective actions and any required retest results.

The report should make its scope clear. A functional run, a dimensional inspection and a performance test answer different questions.

Check applicable conformity documents

For EU-bound products, first determine which legislation applies. CE marking is required only for products within relevant legislation, and some products require third-party assessment while others do not. For machinery in scope, the European Commission identifies 20 January 2027 as the main application date of Machinery Regulation (EU) 2023/1230. Its guidance states that machinery placed on the EU market before that date must comply with Machinery Directive 2006/42/EC. These are EU examples, not a worldwide approval checklist. Confirm the destination and intended use with the responsible specialist before specifying declarations or certificates.

Also distinguish complete machinery from partly completed machinery. Resolve open items and reconcile packing details

Match the packing list with the order, accessories and equipment identifiers. Record missing items and outstanding documents with an owner and agreed resolution.

Agree on document-related shipment conditions before ordering. If a required record is missing, follow the agreed escalation and release process with the responsible reviewer. Commercial acceptance does not override mandatory safety requirements.

What Should Be Included in the Final Handover Package?

The handover package should let the receiving team identify, install, operate and maintain the delivered configuration. A generic manual for a product family may need model-specific supplements.

Deliver usable instructions and final drawings

Provide the information needed for each activity before that activity starts. Installation drawings arriving after foundations are built may be too late to prevent a mismatch.

Check the agreed language, connection details, operating limits, maintenance requirements and applicable safety instructions. Where changes occurred during manufacture, obtain the agreed final drawings reflecting those changes.

Confirm spares, warranty and configuration records

Match spare-part references to the delivered equipment. Keep warranty terms with the order records, including the start point, exclusions and claim process.

For automated equipment, agree which configuration files, backups, licenses and access information will be handed over. Source code and unrestricted access are not automatic deliverables; define the authorized scope in the contract.

How Can Buyers Check Whether the Documents Match the Equipment?

Use a five-step check: identify the equipment, compare revisions, confirm scope, verify the source, and close discrepancies. The aim is traceability, not simply counting files.

  1. Identify the subject. Match the company, model, configuration and relevant equipment identifier. A certificate for a component does not automatically cover the complete assembly.
  2. Compare revisions. Check that the quotation, order, datasheet, drawing and report reference the agreed configuration. Investigate differences rather than assuming the newest date is always correct.
  3. Confirm scope. Read test conditions, certificate annexes, exclusions and limitations. A document title alone does not establish coverage.
  4. Verify the source. Use the issuer’s official contact or verification system, reached independently. A logo or QR code alone does not establish authenticity.
  5. Close discrepancies. Record the mismatch, request a corrected file or explanation, and obtain the responsible reviewer’s decision. Keep the evidence and the decision together.

Link document review to the physical equipment through the agreed inspection process. Compare nameplates, markings and relevant components where accessible; photographs can support identification but do not establish every hidden feature or performance result.

For example, IECEx says its online certificate system contains the controlled master version. Where IECEx certification is relevant, check the online status, equipment details and any specific conditions of use. IECEx certificates use a current, suspended or cancelled status rather than a conventional expiry date; a saved PDF may be outdated. Illustrative document check—not an ESG customer case

Suppose an order specifies a conveyor with one geared-motor configuration. The datasheet reflects that selection, but the test report lists a different drive configuration.

Record the discrepancy as open. Ask the supplier to identify what was built and tested and explain the different reference. A naming error may need a corrected report; an actual equipment change may need technical review and further testing. Do not mark the requirement accepted merely because the report says “pass.”

Documents provide evidence within a defined scope. They do not replace appropriate inspection, engineering judgment or the buyer’s applicable legal duties.

Management-system certification is not product approval

ISO distinguishes management-system certification from product certification. A supplier’s ISO 9001 certification does not mean a certification body has certified the equipment itself. Factory results do not cover every site condition

A factory test supports the conditions it actually assessed. If the buyer’s production material, utilities, installation or operating range differ, the responsible engineer must decide what additional verification is needed.

For example, an unloaded demonstration is not evidence of agreed production capacity under load. Record that limitation and the required acceptance work rather than presenting the demonstration as a completed performance test.

Frequently Asked Questions

Can suppliers provide final documents before manufacturing?

Some agreed specifications and drawings can be finalized before manufacture. Records describing actual inspection or testing must follow that work. Ask for the procedure, sample format and submission schedule early, then obtain the order-specific results at the agreed milestone.

Does every industrial machine need CE marking?

No worldwide requirement applies to every industrial machine. For the EU market, determine whether the product falls within legislation requiring CE marking and which assessment route applies. What if a supplier will not share its complete technical file?

Separate the required buyer deliverables from the manufacturer’s complete technical file. Ask which documents are being withheld and why, then have the responsible specialist check the applicable obligations and contract. Confidentiality is not a reason to omit mandatory supplied instructions or declarations, but it may affect access to proprietary design details.

What should buyers do when a document does not match the ordered model?

Keep the requirement open, identify the mismatch and request a traceable explanation or corrected document. If the equipment changed, obtain technical review of the change and its effect on testing and acceptance. File receipt does not close the issue.
